CEPD engages GMS, promotes Batchelor as district finance and operations manager

The Captiva Erosion Prevention District (CEPD) Board of Commissioners has engaged Governmental Management Services LLC (GMS) to serve as district manager for the district.

GMS provides district management services to special taxing districts throughout Florida and has delivered management, financial, administrative, and operational services to more than 300 special taxing districts and homeowners associations.

In its role as district manager for the CEPD, GMS will:

• Attend, record, and conduct all scheduled board meetings, continued meetings, and workshops.

• Present the district’s annual budget in accordance with Chapter 190, Florida Statutes.

• Ensure the district remains in compliance with applicable administrative and financial reporting requirements.

• Review and approve agendas for circulation to the board.

• Review and approve the annual budget, the annual audit, and monthly disbursements.

• Review the district’s annual insurance policy to confirm proper coverage is maintained.

• Help coordinate and manage future district projects.

• Assist the district in obtaining outside funding from federal, state, and local sources.

“GMS brings to the CEPD overall district management expertise at the highest level using best practices,” Board Chairman Bob Walters said. “Additionally, we hope that they bring CEPD a higher level of stability in management and operations. The district has experienced significant administrative turnover in recent years, and we believe the services of GMS will provide needed stability.”

Concurrent with this announcement, the board announced the promotion of Lisa Batchelor to district finance and operations manager, with responsibility for the district’s finance and operational activities.

Batchelor has served the CEPD for two years and has been instrumental in strengthening the district’s financial, compliance, and reporting performance.

“Lisa has been instrumental in improving the district’s financial reporting and grant compliance processes,” Treasurer Bernie Dupre said. “Her work alongside our accounting consultants and auditors has brought improved accountability to the district.”

The board is confident that these changes will further strengthen the district’s administrative capacity as it continues its mission to protect and preserve Captiva’s shoreline.
