CEPD board OKs assessments for beach project
The Captiva Erosion Prevention District’s (CEPD) commission signed off on the final assessment apportionment for last year’s beach renourishment project during its recent special meeting.
On Aug. 31, the commissioners voted 4-0 on a resolution approving the final apportionment model for CEPD management to utilize to submit the non-ad valorem assessment to the Lee County Property Appraiser.
The commission had approved a tentative apportionment for the 2024-25 Emergency Beach Maintenance Renourishment Project and its consultants had prepared a preliminary assessment roll.
Prior to the vote, the commissioners held a public hearing on the methodology and assessment.
Consultant Governmental Management Services (GMS) provided an overview of the apportionment, explaining that the proposed method and assessments match what was done with the 2022 project.
A total of $10 million would be levied against property owners using the 2025 just values. They would be assessed for a recreation benefit or both a storm protection benefit and recreation.
Properties considered front line to the Gulf are considered storm protection benefit recipients and are broken down into zones. Using a $2 million just value as an example, owners would be assessed about: $12,356 for Upper South Seas; $4,952 for Lower South Seas; $9,820 for Village; $3,345 for ‘Tween Waters Road; $2,986 for Upper Gold Coast; and $4,320 for Higher Erosion Gold Coast.
The recreation benefit is assessed on all properties as either homesteaded residential, residential or commercial; homesteaded would reap a 42.1% discount. Using the $2 million example, they would be assessed about $3,265 on homesteaded residential, $6,225 on residential or $16,202 on commercial.
Commissioner John Wade was not in attendance for the meeting.

— The commission voted 3-0 on a resolution authorizing GMS and certain officers and employees to access the CEPD’s existing bank accounts at Regions Bank and Pinnacle Bank/Synovus and designating certain officer and staff of the district as signatories.
