CEPD hears of apportionment, project request

The Captiva Erosion Prevention District’s (CEPD) commission was updated on the apportionment for the beach renourishment during its recent meeting, as well as approved a ropes and bollards project.

On May 11, CEPD General Manager Brighton Heard reported that staff expect to have the final apportionment for last year’s beach project ready for the board’s review at its meeting in June.

He also shared a proposal from Integral Consulting for its services to review, validate and certify the apportionment, adding that the CEPD is anticipating to receive additional ones in the near future.

The commission agreed to review all of the proposals at once at a later workshop.

Also at the meeting, Heard explained that the Beach Villas requested the installation of ropes and bollards similar to other beach areas. He obtained a quote for the work in the amount of $4,500.

The board voted unanimously 5-0 to proceed with the project.

Also during the meeting, Heard presented the commissioners with a four-page memorandum of his first-year accomplishments and meaningful contributions for his annual performance review.

He explained that he has been working very hard over the last year and has been happy to serve the CEPD. However, Heard does not believe that he is being adequately compensated based on the scope, responsibilities and expectations of the position. He also noted that he is required to live on Captiva.

A discussion by the commission — at times becoming a heated argument between board members — followed with questions raised about a residency requirement, if Heard deserves a raise and more.

The commissioners eventually agreed to let Chairman Bob Walter meet with Heard to gather all of the details and his asks, which he would compile together for Heard to distribute to the rest of the board.

The discussion of his performance and contract renewal was tabled to the next meeting.

– Heard reported that APTIM Coastal Market Lead Nicole Sharp is no longer with the company. He introduced the commissioners to Doug Mann, who will step up from APTIM to serve the CEPD.

– In his chairman’s update, Walter reported that board members and staff have been meeting with county commissioners and administrative staff to discuss what the CEPD does and its funding needs.
