Updated timeline for Captive renourishment project presented

During a recent workshop meeting, the Captiva Erosion Prevention District’s staffers provided the commission with an updated timeline for the upcoming beach renourishment project planned.

On March 25, CEPD Technical Director Daniel Munt explained that the bid for the project was advertised two days earlier and broadcast to approximately 350 companies. As of the workshop, 28 companies had downloaded the details, and seven were “actively watching” the announcement.

“It’s set to run for 30 days,” he said.

Munt continued that the CEPD’s engineering firm APTIM, along with possibly CEPD staff, are scheduled to hold a pre-bid conference on April 1 to answer questions the companies have.

“The pre-bid conference is to clarify technical details,” he said.

Bidding will then close on April 22.

APTIM and the CEPD staff and commission will then spend the next few weeks evaluating the bid responses. Munt suggested an April 29 workshop as the date for the board to award the contract.

“This is the point where we can lock in the timeframe for construction,” he said.

“Everything is going to start to form up,” Munt added, explaining that with a finalized timeline for construction, the CEPD can share that information with the island community and stakeholders.

“Then we’re off and running from there,” he noted.

Vice Chair John Silvia asked for clarification from staff on when the commission would select the contractor. Munt explained that a vote would be needed and recommended the April workshop.

Commissioner Mike Mullins pointed out that it would have to be a public meeting in order for the commission to hold such a vote, and suggested that staff either schedule and publicly notice a special meeting or prepare for the commission to vote on a contract at its regular monthly meeting in May.

The commission also asked staff about sand borrow areas and project financing.
